High Rise

High Rise was from back when series 2 was very new.
As such he has a very series 1 vibe though has powers like series 2, kinda like the characters out of The Metallic.
His powers are all based around buildings, in particular skyscrapers.
Bespoke Summoning
-----
He can fabricate fire escapes out of nowhere to scale cliffs.
He can temporarily summon a whole building including people inside them for up to a few hours.
He can fabricate office, apartment and hotel rooms or the decor, furniture, fixtures and fitting of, etc.
Structurepathy/kinesis

He can know everything that's happening in a building at that point and also scan events inside it dating back to its creation.
However. the further back he goes the less reliable the information is.
He can also control components of the building including electrical and mechanical devices within, people within and the layout within.
It's also believed that he can make whole buildings disappear though he himself denies it.
Rise Story

George grew up in an apartment block and as a kid he would go exploring into all kinds of areas the tennants aren't supposed to.
He then grew up and got an office job though his heart wasn't in it so he went into interior design, which he excelled at.
Still living in an apartment despite his wealth due to nostalgia, he'd use hotels as a meeting place for clients.
One day George's childhood apartment vanished, foundations and all, much to his sorrow.
He wished very hard that he could have it back again and it began to reappear before his eyes.
Everything was there even the people that disappeared.
Unfortunately, on relaxing in his apartment and falling asleep the building disappeared and George began to plummet to the ground.
As he fell he wished for something to catch him and a fire escape appeared beneath him and somewhat broke his fall.
After recovering from his injuries in hospital, George began testing his abilities.
He found that he could generate any tall building accurately even without knowledge of its interior.
Not only that though he can also telepathically connect to any building and manipuate it.
He planned to use this power for
demonstrating his power in a public demonstration in the city park.
However, the public blamed George for the disappearance of his home apartment block and the people inside it.
He was branded a criminal and sent to jail despite him pleading that he didn't have that ability.
Being broken out of prison by a local gang lord, George formed an unlikely partnership with him and they grew close.
However the gang lord wanted to use our unfortunate friend's powers to make the police station vanish.
plaining that couldn't do that even if he wanted to, the gang lord turned on him and grew violent forcing George to escape the city.
He became angry that his trust had been abused and believed that it was his purpose to stop the gang the villain was part of.
Using his powers to kill gang members he couldn't expose, the authorities branded him a killer and a madman rather than a vigilante.
George saw these actions as a necessary step to ensure the safety of the city and prevent the gang lord from reestablishing his gang.
The newspapers gave him the nickname High Rise as a slander of his supposed righteousness.
George decided to keep it to spite them as in a way it also states that his intentions are.
Later being captured by an impersonator of Duck, they intended to force him to use his powers for criminal means.
This enraged High Rise, enabling him to attack the man and escape via morphing the building he was in, despite it being the wrong kind.
Unfortunately since this anger had been long coming High Rise got stuck in a mood.
He pondered what the point of it all was and started attacking people for minor sins or even annoyances
out of bitterness.
It was at this point that he encountered The Elite and blaming Versus for encuraging bad behavior engaged them in combat.
He was easily defeated and imprisoned in an army camp in the desert by the authorities where he remained until his death.
Fall Story

Upon arriving in Albion George found himself lost in the woods where he lived off the land.
One day he came across some ruins and praying to have his powers after not using them for so long he was able reconstruct the temple.
This temple like all temples had the power to teleport to other temples.
Using the teleporter though not fully understanding how it works, George randomly hopped to a temple near a small jungle village.
From there he was able to make his way back to civilisation, though also found that most buildings only stretch to 2 stories at most.
It had taken a lot out of him to manipulate the ruins, surely there had to be a modern city somewhere he could use.
Slowly finding his way to bigger and bigger settlements, George encountered Hatsuo, who had been following him for some time unnoticed.
Hats plained his eagerness to develop patches of woodland into modern day metropolises and asked for George's help.
George plained that his powers were only temporary though Hats saw a use in it.
George could demonstrate the construction and layout of the buildings so Hats could make copies himself.
Becoming business partners they developed some land into a small city complex of only a few blocks and it was hugely successful.
However, some of the locals didn't like the fact that some natural landscape had been renovated and protested against their company.
George's anger from earlier resurfaced and brought the model city to ruin causing people to panick and run in fear.
George expected Hats to leave him though instead Hats took sympathy on George and together they escaped to Ue in Meddia.
George found that he couldn't control his anger anymore though Hats looked after him still.
They settled in The Retired Warzone since George was constantly destroying buildings and ruins wouldn't look out of place there.
Despite trying to remain inconspicuous George acquired the nickname "Ruin".
After living rough for a while George had enough and longed for modern comforts.
Against Hats' wished he headed towards civilization leaving Hats behind who refused to take part in it.
However Hats found that he had grown so attached to George that he couldn't stand to be without him.
So Hats followed George's trail and decided to team up with George in his new
to lay ruin to Meddia.
Since George whole-heartedly adopted the nickname "Ruin" now, Hats decided to give himself his own codename.
He decided to go by the name "Fall" from now on after pushing the mayor of a city from the rooftops.
It also worked as part of a team name, "Fall and Ruin".
Hats also found the name somewhat romantic of the autumn season and rather fitting for his Japanese roots.
